This task can be conducted only within the framework of population health monitoring measures.</p> <p><bold><italic>AIMS</italic></bold><italic>:</italic> The study aimed to analyze the organizational technology for monitoring population health in the Russian Federation.</p> <p><bold><italic>MATERIALS AND METHODS</italic></bold><italic>: </italic>The data of expert assessments of the World Health Organization Collaborating Center on the Family of International Classifications of Information Coding Quality and the results of the discussion at conferences on the problems of population health monitoring were used.</p> <p><bold><italic>RESULTS</italic></bold><italic>: </italic>The organization of systemic monitoring as a method of managing public health should include the definition of a set of informative monitoring parameters, as well as clear mechanisms for collecting and analyzing data. Additional parameters shall be possible if necessary.</p> <p><bold><italic>CONCLUSION</italic></bold><italic>: </italic>Monitoring should be based on a family of international classifications, but derived classifications should be developed and used as a link between statistical and clinical classifications. The organization of systemic monitoring as a method of managing public health should include the definition of a set of informative monitoring parameters, as well as clear mechanisms for collecting and analyzing data, with possible additional parameters if necessary.</p></abstract><trans-abstract xml:lang="ru"><p><bold><italic>Обоснование</italic></bold><italic>.</italic> Настоящую стадию современной цивилизации можно охарактеризовать как политическую, общественную, экономическую и климатологическую эволюцию, в связи чем остро стоит вопрос эффективной деятельности системы здравоохранения, изучения и анализа состояния здоровья населения, обеспечения контроля и управления за процессами формирования общественного здоровья. Указанную задачу можно реализовать только в рамках мероприятий по мониторингу здоровья населения.</p> <p><bold><italic>Цель исследования</italic></bold><italic> ―</italic> анализ существующей в Российской Федерации организационной технологии мониторинга здоровья населения.</p> <p><bold><italic>Материал и методы</italic></bold><italic>. </italic>Использованы данные экспертных оценок Сотрудничающего центра Всемирной организации здравоохранения по семейству международных классификаций качества кодирования информации, а также результаты обсуждения на конференциях, посвящённых проблемам мониторинга здоровья населения.</p> <p><bold><italic>Результаты</italic></bold><italic>.</italic> Показано, что организация системного мониторинга как метода управления общественным здоровьем должна предусматривать определение набора информативных параметров мониторинга с чёткими механизмами сбора и последующего анализа. Должна предусматриваться возможность введения дополнительных параметров при необходимости.</p> <p><bold><italic>Заключение</italic></bold><italic>. </italic>При организации мониторинга следует опираться на семейство международных классификаций как базовую основу, однако необходимо разрабатывать и использовать производные классификации как связующее звено между статистическими и клиническими классификациями. Требуется пересмотреть концепцию первоначальной причины смерти и обеспечить регистрацию максимально возможного объёма информации о причинах смерти и факторах, которые ей способствовали. Целесообразно использовать для мониторинга общественного здоровья информационные системы, позволяющие исключить ошибки при вводе; следовать правилам и рекомендациям Международной классификации болезней, содержащим интеллектуальные алгоритмы анализа информации и реализованным по облачным технологиям.</p></trans-abstract><trans-abstract xml:lang="zh"><p>论证。现代文明现阶段可以评定为政府、社会、经济和气候的演化，由此提出了一个有效的医疗系统、研究与分析人口身体状况、公共卫生形成过程的控制和管理问题。该任务只能作为社区保健监测活动的一部分来实现。</p> <p>该研究的目的是分析俄罗斯联邦现有的监测社区保健的组织技术。</p> <p>材料与方法。使用了世界卫生组织合作中心根据国际信息编码质量分类系列的专家评估数据，以及专门讨论社区保健监测问题的会议的讨论结果.</p> <p>结果。结果表明，作为社区保健管理方法的系统监测组织应包括一组监测信息参数的定义，并具有明确的收集和后续分析机制。如有必要，应该可以引入额外的参数。</p> <p>结论。在组织监测时，应以国际分类家族为基本依据，但有必要开发和使用派生分类作为统计分类和临床分类之间的连接节。需要重新审视初始死因的概念，并确保尽可能多地记录有关死因和导致死因的因素的信息。为了监测社区保健，使用能够消除输入时出现错误的信息系统更为适宜； 遵循国际疾病分类的规则和建议，其中包括信息分析的智能算法并以云技术实施。</p></trans-abstract><kwd-group xml:lang="en"><kwd>public health monitoring</kwd><kwd>family of international classifications</kwd><kwd>information coding</kwd><kwd>automated coding systems</kwd></kwd-group><kwd-group xml:lang="ru"><kwd>мониторинг общественного здоровья</kwd><kwd>семейство международных классификаций</kwd><kwd>кодирование информации</kwd><kwd>автоматизированные системы кодирования</kwd></kwd-group><kwd-group xml:lang="zh"><kwd>公共卫生监测</kwd><kwd>国际分类系列</kwd><kwd>信息编码</kwd><kwd>自动编码系统</kwd></kwd-group><funding-group><funding-statement xml:lang="en">no</funding-statement><funding-statement xml:lang="ru">нет</funding-statement></funding-group></article-meta></front><body></body><back><ref-list><ref id="B1"><label>1.</label><citation-alternatives><mixed-citation xml:lang="en">Meshkov D, Bezmelnitsyna L, Cherkasov S.
